A CGAP working paper (developed by Bin-Humam, Lopez and Meagher) providing a framework to assess how financial-sector regulation and supervisory practices can affect women and men differently, aiming to move regulators from gender-blind to gender-intentional approaches. The framework rests on three norm-shaped constraints to women's financial inclusion: inability to fulfil prerequisites for access; patterns of engagement between women and providers; and insufficient attention to women's financial needs. It illustrates how regulators can adapt prerequisites, accommodate new patterns of engagement, and incentivize products and services for women customers.
