A CGAP practical guide (Singh, Ledgerwood and Koning) offering financial-inclusion practitioners a set of field-tested instruments for diagnosing norms-driven constraints in a financial market system and identifying high-impact intervention points. It includes guidance on attracting and deploying the quantitative and qualitative research skills needed, an eight-step methodology to map relationships between individual behaviours, community expectations, institutional practices and regulatory frameworks, and guidance on sharing findings to drive system-wide change. The methodology was field-tested across markets including Mozambique, Rwanda, Tanzania and Uganda.
